MERGE_IN_PASSES	Merge in passes: an accumulator keeps subsuming the next row set while it appends or while the previous one duplicated rows already held, otherwise a new group starts.
RADIX	When the inputs together hold more entries than a SortedRanges can, build an RspBitmap by a radix pass on the block bits: every range of the small inputs is split into block-local pieces bucketed by block, and each block's container is built once from its own pieces; bitmap-sized inputs are merged in passes and combined at the end.

SEQUENTIAL

Copy the first row set and insert the rest into it in the order given: what RowSetFactory.unionInsert(java.util.Collection<io.deephaven.engine.rowset.RowSet>) did before any of the others existed. Quadratic when the inputs are disjoint and arrive out of key order.

SEQUENTIAL_SORTED

SEQUENTIAL after sorting the inputs by first row key, so that disjoint inputs append in turn whatever order the caller supplied them in.
