tableHandle - holds the table

columnName - column in the table

new numeric ColumnHandler

Throws:

com.fishlib.base.verify.RequirementFailure - tableHandle and columnName must not be null.

IllegalArgumentException - if columnName is not a column in the table

UnsupportedOperationException - data in the columnName must be numeric
