KeyValuePartitionLayout for Parquet data.

ImplNote:

• Unless a TableDefinition is provided, type inference for partitioning column uses CsvTools.readCsv as a conversion tool, and hence follows the same rules.
• Column names will be legalized via NameValidator.legalizeColumnName.
